PROJECT BACKGROUND
The Sustainable Technology-Assisted Route Planning (STARPLAN)
project which started in January 2020 was a DOST-PCIEERD-funded project implemented by the researchers from
Intelligent Systems Laboratory (ISL) and Sustainable Mobility Laboratory (SML) of De La Salle University,
Manila.
The aim of the research project is to develop technologies such as the bus passenger counter and its
communication system to transmit data, the android application
for tracking land- and sea-based public transport by commuters, the PUV scheduling tool, and the
infrastructure assessment tool are important to support the public
transport planning system and management of Region VI making it efficient, safe, reliable and
sustainable for the benefit of society. Indeed, it is urgent now to focus more research on how to improve
the public transport system of the country in order for people to
use it and shift away from the use of private vehicles with the latter not being sustainable.

TRANSPORT ROUTE PLANNING
The Philippine Government has embarked on a public transport reform programme. A key component calls for LGUs to submit a Local Public Transport Route Plan (LPTRP) for the reorganisation of public transport services. DLSU has partnered with LGUs to deploy a range of route planning technologies.
Sustainable Technology Assisted Route Planning for Region VI (STARPLAN VI) Project supports route planning in major Western Visayas cities. Mobile applications were developed for passengers and for drivers/operators. Apps feature real time bus tracking and passenger count display; route display with estimated arrival times; optimal route suggestions and updated airport and seaport schedules (for passengers); and driver time logging. App data feeds into a Public Transit Scheduling Tool.
An economic assessment tool was also
developed to process trip and cost data to
evaluate proposed transport projects.
